Abstract

In this paper we will be addressing the intents of building up a European Migration and Asylum policy. Our hypothesis will rely on the approach that start with the difficulties addressed to reach an agreement on the conceptualization (meaning contents) that should be included on such policy. An empirical observation shows up how different plans and ideas based on Human Rights and Human security perspective have failed, whilst the ones build upon a migration considered as security risk are the ones that more support have in the EU level. This paper will go through different proposals, agreements, and the implementation and results of those approved to test if the goals have been reached and which are the results obtained. In addition, we will systematize the position of the different member states towards different plans and solutions tried to arrive to a comprehensive typology of states. This approach will be very useful to go through the deeper reasons argued by different member states. Besides, it will give a big picture of what is the position of each member states and the potential alliances that can be settled in the near future.
