Abstract

The paper aims to understand the Legislative's participation in the policy-making in Brazil. Figueiredo and Limongi (1999) demonstrated, and the subsequent studies (DINIZ, 2005; FREITAS, 2016, 2010) confirmed that the approval rate for Executive bills is higher than the Legislative rates. In a presidentialism classified as strong for granting legislative powers to the Executive (SHUGART; CAREY, 1992), the Legislative is commonly seen as weak, for having fewer consolidated bills (PEREIRA ET ALL, 2010). However, Freitas (2016) shows that, at least in the Executive's original and vetoed projects, coalition lawmakers make changes to these proposals. Thus, the main goal of this paper is to analyze the participation of the Legislative in the Executive's proposals. By comparing content analysis between the proposals that are approved, it is possible to observe how the Legislative work together with the Executive.
