Abstract

The local level and the opening of mechanisms for citizen participation have become protagonists of the third wave of democratization in the heart of advanced democracies. If the process of democratization of modern societies requires the creation of spaces for deliberation within our representative system is necessary prior to) define political and institutional requirements to be met deliberative procedures and b) clarify the delimitation rules that deliberation must maintain the elements of our representative government. Addressing the need to solve the problems identified in our representative system is appropriate to clarify how the deliberative democracy could help improve the quality of our political opinion as to overcome the structural limitations of our own accountability mechanisms. I defend that a deliberative reading of the legitimacy of political decisions must be in conformance with the real possibility of conflict and disagreement as a result of these deliberative processes (Thesis 1). In this sense, political representation should be justified by its own intrinsic value, particularly on the basis of promoting the virtues of political deliberation (thesis 2).
