It is accepted that the Contemporaneous Global Order created a Governance system which claims to be more and more global and democratic. But it is a fact that through history, both the theory and the action had been antithetic. The political and institutional discourse use the interest and representation of the will of the majority as an argument while the governance system is supposedly a transparency model where corruption can never be. But power had been always seen as a source of corruption and dispute. No matters if we consider the national/state level, the supranational-regional level or the supranational-global level. And with globalization having assumed the leading role in changing individual societies, but also international societies. Consequently, new actors had come to life and power is being shared among the most powerful State and non-state actors. An international strategy of great actors is continuously being defined in an increasingly sophisticated way. Assuming all these considerations as facts, this paper has the following objectives: 1. To explore the possible contributions of the elite theory analysis to the case of Private Groups action considered in a supranational dimension; 2. To search for any evidence of an effective Multi-Global Democratic and Strategic action of these actors in such a way that they turn to be[come] the Governance system and model; 3. To search for the main networks which they belong to; 4.To find out if there is a global elite and if these groups are part of it and in which concentric circle of power – the inner or the outer one. The methodological approach will be interdisciplinary and qualitative, based in documents and formal institutional information whenever is possible. Moreover, published news, studies and books will be considered, also.
