Through methodological tools from Morin’s complex thinking, the article analyzes violence in Mexico and suggests a new theoretical understanding frame. The lost of the criteria of truth of the juridical/legal discourse establishes a new social order where legality is not the rule. In this sense, the ideas about the nature of the human being as an individual and about how to attain esteem produce unrest and make the materialization of Justice impossible. A wide analysis without prejudices enables to criticize some key ideas of the habitual discourse about Citizen Security and researches from International Organizations. Violence cannot be classed as right or bad: it is a productive factor of political and social identities, socially acknowledged and tolerated. That is why the technical thinking is not enough to policy making. It is a totally political problem which is incumbent on the society in general. Key words: violence, criteria of truth, individual.
