In this paper, I want to address three distinct types of voting right and consider the normative salience of the EU for reflecting on these rights. 1.) Local/municipal voting rights. All EU citizens have the right to vote and to stand for election in local elections in any EU member state. But does this practice have normative implications for the franchise rights that are due to non-EU citizens who reside within EU member states? 2.) Although EU citizens have local franchise rights, they do not necessarily have national voting right in either their state of residence or their state of nationality, while they may have both. Is the compatible with the aims of the EU as a polity? 3.) Different member states have different rules on expatriate voting in both national and EU elections. Should EU citizens resident outside the EU have expatriate voting rights in EU elections? Should there be a common rule across the EU concerning expatriate voting rights in national and/or EU elections?
