The paper discusses the challenges of deepening Mercosur integration to establish a fully functioning common market along lines of the European model. It shows how economic asymmetries and institutional deficits have hampered the deepening process. It also assesses whether the signing of an EU-Mercosur association agreement might contribute to deepening Mercosur integration.
