The paper on the one hand deploys deision making models at intergovernmental levels and on the other hand principal-agent approaches as analytical frameworks. The paper regards OSCCE and CoE as less integrated regional organizations with relevant parts of non-demoratic members. With respect to demoracy related selected case studies the paper analyzes strategies of e.g. bargaining, package deals and vetoes to pursue their aims.
