Abstract

This panel addresses questions of policy interactions across sectors, approaches for cross-sectoral governance and the (uneven) impacts of technology-neutral policy approaches. The papers in the panel raise questions on the effectiveness and efficiency of different policy approaches in this context and discuss the role of institutional change for enabling energy sector transformation.
