Abstract

Current crises such as covid-19, migration, etc., emphasized irrationality and even more emotions in the policy process when most policy process frameworks stress some kind of bounded rationality. Reaction to such challenges stimulate frameworks' development because the frameworks compete for the most plausible explanation from a particular perspective. The roundtable considers frameworks as scientific research programs (c.f., Lakatos, Sabatier) in different stages of their development, some maturing, some emerging, some declining, and approach them from a historiographic perspective with the aim to discuss factors which affect the rise and fall of particular frameworks and conditions of their progressive development. Therefore, it invites the representatives of particular policy process frameworks (ACF, IADF, MSF, NPF, PAF) to present and discuss with the audience a couple of related issues. First, the frameworks' representatives will present their framework as a scientific research program with a given hard core and a changeable protective belt of auxiliary hypotheses developing the core elements of a framework. To grasp the developmental dynamics of their framework, they will also discuss how they approach emotions as a contemporary challenge in the policy process, i.e., conceptualize them according to the framework's hard core and incorporate them in the protective belt. Second, they will address factors they consider important for the rise and fall of policy process frameworks and particularly for their own. Consequently, they will discuss conditions of progressive development of a policy process framework, particularly theirs.
