Higher education is an important pillar in the construction of nation states, being both a cultural institution and also providing the necessary knowledge and training of skilled labour. While many studies point towards changing external conditions for higher education, these nevertheless take place in a context of reasonable stable societal structure. This panel examines various aspects concerning the role of higher education during crisis and instability. This includes societal, political, technological instability where existing institutional structures and norms become challenged. Relevant questions to explore include but are not limited to: How do major societal, political and technological challenges shape the role of higher education and how it is governed?
