Abstract

This roundtable has two main aims: (i) to highlight and debate the current challenges in migration governance in Italy, a major entry gateway for refugees, asylum-seekers and economic migrants in the European Union; (ii) to showcase and compare research agendas on migration developed by the Italian Standing Group on the European Union (affiliated to the SISP) and the Standing Group on the European Union of the ECPR. Bringing together leading scholars on migration research, it discusses the effectiveness of the multi-level governance framework, the key domestic policy developments and party politicisation, and the reform of the Dublin system. Addressing the challenge of migration – in Italy and comparatively – entails a comprehensive approach involving collaboration between actors and stakeholders at different levels of governance and a difficult balance between security concerns and humanitarian principles. Following the latest surge of irregular arrivals on Italian shores – the peak after the 2015-16 migration crisis – migration has regained high saliency in the media. It remains a polarising issue for political parties and in the electorate. The current right-wing coalition government has pledged to bring migration under control, introducing restrictions on the conduct of sea rescue operations by NGOs and through bilateral agreements with neighbouring countries like Albania to host migrants in temporary centres. The experts participating in the roundtable will critically reflect on the Italian government's current migration agenda, in light of the results of the 2024 EP elections and the broader relationship of the Meloni’s executive with other EU Member States and the Commission.
