Privatisation and the creation of welfare markets are prominent examples of how the politics of the welfare state is changing. The panel addresses the content and potential implications of welfare reforms with reference to northern, southern and eastern European welfare states. Three central themes are addressed. Firstly, how do reforms, particularly the increase in private welfare providers, alter the character of welfare states and the processes of accountability? Secondly, what are the implications of reform for social justice? Finally, with substantial public opposition to reform and inequalities in political participation, how should current welfare state politics be understood in terms of democratic legitimacy?
