The panel examines ‘federalizing processes’ which lead to the creation or strengthening of federal systems through the establishment or enhancement of: 1) the capacity for autonomous action for one level of a polity, whether national, supranational or state, or more than one; 2) the constitutional entrenchment of the allocation of powers between levels. In the recent period, powerful international and domestic forces have created pressures on polities to reconfigure their internal allocation of powers. Thus, we look at whether, how and why factors such as efficiency gains from technological and economic developments, greater interconnection and collective action problems, territorial tensions due to wars and migrations, responses to domestic political issues such as reconciling unity with diversity , processes of supranational integration and legal decisions lead to federalizing processes. Drawing on classic studies amd on comparative analysis, we explore the outcomes in terms of federalism. The panel examines polities in different parts of the world – North America, Europe, Latin America and Asia. It therefore offers a dynamic and comparative analysis of the effects of major pressures for changes on federalism.
