Abstract

The panel invites theoretical and empirical contributions to develop the concept of collaborative governance. Collaborative governance refers to the different forms of partnership between citizens and government to develop interactive and innovative forms of horizontal and vertical governance. We build on the idea that collaborative governance emphasizes the need to involve multiple actors (practitioners, NGOs, businesses, citizens) in decision-making using different innovative approaches, strategies and tactics. The collaborative governance approach enables the analysis of different forms of social interaction in urban policymaking, involving a variety of stakeholders through their engagement and participation in promoting local policies in different areas, from economic growth to urban development and local social welfare, youth policy and education. Collaborative governance is also influenced by institutional frameworks that can bring groups together in active networks or isolate them by limiting their access to resources and decision-making processes. This panel encourages a critical look at both the opportunities and limitations of collaborative governance models, using different country or sectoral cases: 1. How can collaborative governance frameworks be adapted to maximize the involvement of diverse local stakeholders in urban policymaking? 2. What strategies or tactics have proved most effective in balancing horizontal and vertical governance? 3. How do institutional frameworks facilitate or hinder the development of collaborative governance networks in different policy areas (e.g. urban development, social welfare, youth policy, etc.)? 4. What role should local politicians and local authorities play in fostering stakeholder partnerships to achieve inclusive policy outcomes?
