Abstract

The European Union's policymaking process is shaped by the interplay of expertise, deliberation, and institutional negotiations. This panel explores how different actors—ranging from political representatives and experts to intergovernmental bodies—contribute to shaping EU policies. Papers in this panel analyze key governance mechanisms in various policy areas, including economic governance, crisis management, and gender equality legislation. Through case studies on deliberation in intergovernmental negotiations, legislative dynamics in the Council of the EU, and the role of cultural stereotypes in the European Parliament, this discussion sheds light on how institutional structures and political dynamics influence decision-making in the EU.
