This roundtable brings together contributors to the edited volume Anticorruption Policy for Female Empowerment to discuss how corruption undermines gender equality in ways that are often overlooked in mainstream integrity reforms, and how policy can respond with more targeted, evidence-informed strategies. The session will draw on five chapters that span three levels of analysis. First, it examines concrete gendered harms in public service delivery through the chapter on Health Equality, showing how corruption can reduce the effectiveness of spending, restrict access, and deepen inequities in women’s health outcomes. Second, it focuses on high-risk and under-measured forms of coercion and vulnerability through chapters on Sexual Corruption and Conflict and Disasters, highlighting how discretion, dependency, and weak accountability amplify women’s exposure to extortion, exploitation, and violence, especially in crisis settings where rapid response can expand opportunities for abuse. Third, it turns to the foundations of better policymaking through chapters on Theory Gaps and Measuring Corruption for Effective Gender Policy, identifying what we still need to understand and measure to design interventions that are both effective and safe.
