Abstract

This panel looks into how changing institutions, practices, and strategies influence regime performance and political support in Central and Eastern Europe. It investigates how citizens evaluate and respond to governing institutions at both the national and local levels, drawing from studies of party communication and visual culture, strategic adaptation to a changing international environment, and the role of local authorities in refugee integration and accountability. The contributions investigate how performance in essential governance areas, service provision, responsiveness, openness, and identity representation affects confidence, legitimacy, and willingness to hold authorities accountable. By combining comparative and case-based analyses across different political arenas, the panel sheds light on the mechanisms that link institutional design, political practice, and mass attitudes, as well as the extent to which current developments in the region signal adaptation, consolidation, or new sources of democratic strain.
