Transport policy was early recognised as important for European integration. Transport is crucial to facilitate the movement of people, goods, most services and to some extent capital. It is also key for solving issues in other policy areas, covering safety, efficiency, climate and environmental impact, land-use and accessibility for a wide range of travellers, including travellers with special needs. Therefore the sector's governance is complex. The emergence of new arenas of policy making for public and private actors have increased the complexity, posing new challenges for legislators and civil servants when introducing reforms. On this background the panel examines different aspects of policy making at the European level, emphasising the importance of supranational institutions, the administration at national and regional level as well as different interest groups. Contributions will identify the conditions under which stakeholders are successful in influencing policy and will focus on the consequences for European and national policy making. Theoretically informed empirical case studies across decision-levels and transport sectors are especially welcome.
