Abstract

The proposed panel includes five individual papers providing various perspectives on the political economy of energy transitions. A specific added value of the panel lies in the variety of political levels, sectoral approaches and geographical contexts covered, taking the complexity of the issue area into account. Starting with an analysis of the opportunities and challenges for municipalities to contribute to an energy system transformation, the panel then examines the role of national incumbents and discourse coalitions with regard to the German “Energiewende”. Equally in line with one of the foci of the political economy section, the link between energy policies and development is taken into account in a paper dedicated to energy transitions in developing countries. Political decisions and economic consequences are closely intertwined when it comes to (increasingly) liberalized fossil-fuel markets; this aspect is covered by a contribution on the development of natural gas markets in Europe. Beyond the analysis of energy transitions within political entities, the political economy of policy transfer and pioneer strategies with regard to energy transitions will also be covered through a dedicated paper. From Southeast Asia to Europe and the MENA region, the panel - through a range of case studies on actors and institutions, on policies and their interactions - aims at shedding light on the global political economy of transforming energy systems.
