This panel focuses on political processes that are behind economic and social policies in developing countries. It examines the role of different stakeholders in the process, and particularly government and civil society. By studying these two crucial actors in the development process, the panel also touches upon participatory governance in development processes. The papers show that, when there is a lack of input from the general public and civil society, economic programmes may be misused and even manipulated by the government. However, the potential important role of social movements is underlined.
