Abstract

This panel focuses on the politics of bailouts negotiations with the troika. It studies how national governments, political parties (both governing and opposition parties) and political elites have been involved in the negotiations with the troika before bailouts agreements were signed in Greece, Ireland, Portugal and Cyprus. It thus aims at evaluating the relative power of different actors and the nature of the leeway that national governments and elites coalitions have in the definition of the structural reforms agreed in the Memoranda. The panel welcomes papers shedding light on the polity (1), politics (2), and policies (3) of bailouts negotiations. (1) Participants to the panel might hence come back on the specific political and institutional contexts under which bailouts negotiations have been debated. (2) They might also present the politics of negotiations, that is, the (re)configurations of experts, political and administrative actors involved in the debates and in the definition of the Memoranda signed between national governments and the troika. (3) What is more, they may pay specific attention to the different policies areas included in bailout agreements. Finally, they might analyze the economical, institutional and political factors that explain elites attitudes during bailouts negotiations. This should foster a discussion on the role of these factors in explaining different/similar national and European constellations. This panel welcomes papers using either quantitative or qualitative research methods, and will be interested in both single-country and comparative case studies. This panel will contribute to the debate on the role of partisan politics and political conflicts in the definition and implementation of public policies. It will also help measuring the degree of independence of national elites vis-à-vis external actors. It will finally assess the political consequences of bailout negotiations on democratic processes.
