Abstract

Modern interest group politics is a complex game, with trade associations, public-interest groups, and corporations pursuing their policy agendas in many different policymaking arenas. Interests unable to advance their agendas in national legislatures may instead target their lobbying at a nation’s administrative agencies or judicial systems. Those unable to pursue their agendas in national venues may seek to lobby state or local legislatures, or even try influencing trans-national institutions like the European Union in what is called vertical or multi-level venue shopping. The panel’s papers will feature the latest research on both horizontal and vertical venue-shopping strategies in modern lobbying.
