Abstract

The panel on Referendums on European Integration will be part of the section Public Opinion and Voting Behaviour in Congested and Constested Political Arena. Whereas in such European political arena voters apparently withdraw from representative democracy, their interest in contesting decisions from representative government by referendums is rising. The referendum has almost become a ‘normal’ phenomenon in the congested EU’s decision-making process, although its legitimacy is still contested. The question is what role the referendum should play in the EU’s decision machinery and in what way it serves best both the interests of voters and policy makers. Therefore this panel will not only address public opinion and voting behavior related to EU referendums, but is also open to proposals on the role of actors in setting the referendum stage: governments, parties, courts and citizens themselves.
