Abstract

This panel invites papers on the responsiveness of the Council of the EU. This responsiveness includes linkages between the Council and other parts of the EU’s political system as well as linkages with domestic politics. With respect to the linkages with other parts of the EU’s political system, relevant papers include those that examine the relations between the sectoral Council configurations composed of national ministers and the European Council composed of Heads of State and Government. Part of these linkages might refer to the relationships between the President of the European Council and the rotating presidencies of the Council. Analyses of the linkages between various levels of the Council’s hierarchy are also relevant. Contributions might examine the responsiveness of the Council in relation to the Commission and European Parliament. With respect to the linkages between the Council and domestic politics, papers could focus on the influence exerted on Council members by national and sub-national public bodies, interest groups and political parties. Papers that focus on any relevant policy area are welcome. The panel is open to paper proposals from any theoretical perspective that is integrated into a systematic research design.
