Abstract

The ENP is one manifestation of the europeanisation of foreign politics. Academic efforts to study the policy,its effects and its reception have largely concentrated on establishing a theoretical understanding of the continuities from the enlargement process. This paper traces the policy's origin within the EU by assessing the extent to which the EU is speaking with one voice through the ENP by means of analysing the varying interests among the individual member states and identifying key players and coalitions. In terms of the issues the ENP targets, an analysis of individual member states and coalitions efforts to europeanize national priorities will contribute to our understanding of agenda setting within the ENP. The paper further discusses the relevance of individual member states agendas and goals within the Neighbourhood and how including the level of bilateral relations between member states and neighbouring countries affects the perspective of analysis. Taking this into account can explain results that seem improbable when applying an analytical lens that accounts for the common european positions only.
