Corruption and Good Governance: Brazil and Spain in a Comparative Perspective


Abstract

The aim of this research is analyze the mechanisms to prevent political corruption in Brazil and Spain, specifically the Political Party Financing and Electoral System; Administrative and Penal Law; Auditor General; Watchdog Agencies; and Access to Information. The study will address the 90s, a period at institutional and constitutional consolidation where principles and guidelines had follow a guidance set by International Organizations and the World Bank, to control political corruption. In this time, both countries, set up mechanisms to controlling and promoting the good governance. The secondary objective is verify, in both countries, if there has been progress (political and normative) and what needs to be done to increase the prevention of political corruption. Our premise is that the implementation of the control mechanisms of corruption may be similar in Brazil and Spain, however, the outcome and impact on politics and society could be different.
