This paper reviews the existing literature in two scholarly fields, namely the Europeanization of national foreign policy and the analysis of foreign policy decision-making (FPA). It discusses the intervening mechanisms that shape European foreign policy on the national and European levels and map out the causal links of Europeanization that impact outcomes on foreign policy. The paper aims to make a theoretical contribution to the study of the European foreign policy by developing an analytical framework that combines insights from the Europeanization of national foreign policy with FPA. It is assumed that three factors shape the foreign policies of EU member states: (1) national institutional legacies defined as formal and informal rules, norms and self-understanding; (2) the structures of the EU that determine interaction on the European level; (3) the strategies of domestic political elites.
