Transition Management in Case of European Energy Shift: Possibility Versus Reality

Abstract

Currently, Europe is experiencing energy transition to the sustainable and clean energy sources aiming to decrease its dependency from the “outsiders” and to provide European population with clean energy directed to the social and economic development of the EU. On that way to deal with different policy, social and economic tools are needed. Of course, there are a lot of problematic areas and regions of EU that must solved before such a transition to happen. Accordingly, current research is trying to find out the challenges of the EU and tools of the transition management which will figure out EU’s strategy on the way of dealing with such challenges. Hence, the paper is including three main parts that will describe step by step last changes on EU energy policy transition and explain main achievements and failures of the transition management. First, overview of last situation of energy policy development and readiness of the region for such a transition should be measured. Taking into the consideration framework strategy of the February 2015, which European Commission was proposed for the Energy Union aiming to create an appropriate environment for establishment of new institution is carrying an arguable importance. This proposal was accepted by the EU Council on March 2015. However, the numbers of challenges in the energy sector were preventing to achieve common EU energy policy, aiming to reach EU-wide security of supply, energy efficiency, decarbonisation of economy, renewable energy, and research and innovation development with the help of the Europeanization and harmonization of the sector. Second, analysing of the period starting from 2015 to 2017 is demonstrating increasing dynamics of the “basement construction” of energy transition on EU wide level. Such a dynamic achieves its first success on the agreement between Luxemburg and Lithuania on Renewable energy transfer from Lithuania to Luxemburg which will boost Luxemburg on use and development of the renewable energy sources. Such agreements will help Europe to achieve its common climate and energy policy goals step by step with supporting each other, on the means of “win-win” situation. Third part will prove once again the phrase of the Robert Schuman on Europe: “Europe will not be made all at once, or according to a single plan. It will be built through concrete achievements which first create a de facto solidarity.” Nevertheless, this part will create an image of future for EU energy transition and include some predictions on both negative and positive way of development. The proposed paper is a part of the PhD research project on EU energy transition and model creation. On that case, the end aim of my PhD researching is to propose a European model of energy transition for the developing regions on example of Southern Caucasia.
