Governing the EU’s Climate and Energy Transition in Turbulent Times: State-Of-The-Art and Research Agenda

Abstract

In this paper, we take stock of research on the EU’s efforts to govern the climate and energy transition in turbulent times. There is a growing body of literature on the EU in crisis and the EU in turbulence, since the financial and economic crises began in 2008. We draw out research avenues and research questions for the governance of the climate and energy transition. How has the EU adapted to the new governance context? Has the EU learned lessons that can be applied to this research domain? What explains the resilience of EU climate and energy policy and governance in turbulent times? Building also on the contributions to the workshop at the ECPR Joint Sessions, we outline our contribution to advancing knowledge and understanding on the EU’s governance of the climate and energy transition.
