Abstract

Despite its interdisciplinary roots in political science, sociology, public administration, and education studies, the multiple streams framework (MSF) has rarely been applied to the study of implementation nor has it been applied to the most important and politically explosive issue in contemporary Europe, migration. Building on a contribution by Boswell and Rodrigues (2016), we adapt their argument to explain why governments shift between modes of implementation over time in Greek migration policy (2014-2020). Enriching their model, we argue policy windows and new entrants in the political stream likely lead to significant shifts. We conclude with implications for the generalizability of multiple streams as a framework of implementation and substantive consequences for human rights, social cohesion, and the future of European integration.
