Abstract

The amount of ink spilled by democratic theorists on citizens’ assemblies and other deliberative mini-publics is perplexing given that they remain marginal institutional practices. This paper considers the reason for this apparent imbalance between theory and practice, the nature of current normative debates and their relevance for the future practice of citizens’ assemblies.
