Abstract

The EU ambition to become the leader in the greening policies together with the obligations to Paris protocol, the whole legislative agenda had been adopted. The European Green Deal as a flagship for the climate and energy policy proposes the amendment to Gas Directive and the the new EU regulatory framework includes the Renewable Energy Directive, Energy Efficiency Directive, the EU Emissions Trading System. The research is focused on the transposition of the directives related to decarbonization especially in energy sector. The differentiation allows countries having the legacy of mining industry to fulfil the common EU goal respecting national economic and social boundaries in the time. The differentiation implementation in decarbonisation effort presents new dynamics in EU integration model and strengthen the role of EU in implementation of the shared policy. The qualitative analysis based on the evaluation of the transposition process in Visegrad countries will provide research data to answer the question: How the differentiated policy implementation impacts the dynamics of EU decarbonisation ambition and what concrete DI model is applicable there? The expected results should confirm either the deepening European integration or help to identify factors of rather political character, which may potentially postpone / obstruct the integration and support the intergovernmental approach of some countries.
