Abstract

The European Union – Between Scylla and Charybdis In ancient Greek mythology Scylla was rock shoal (described as a six-headed sea monster) on the Calabrian side of the strait between Sicily and Charybdis was a whirlpool off the coast of Sicily. This metaphor describes the hardship of having to navigate between two hazards. This paper analyses the frame within which the European Union must navigate, as well as the instrument the Union has at its disposal,the Common Security and Defence Policy (CSDP).
