Abstract

The concept ‘strategic autonomy’ has been around since 2013. It was confirmed and broadened at the Council’s meeting in November 2016 meaning “Europe's strategic autonomy entails the ability to act and cooperate with international and regional partners wherever possible, while being able to operate autonomously when and where necessary”. The definition seems straight forward, however it is not. This panel will analyse aspects of it, its implications for the CFSP and the CDSP.
