Abstract

The energy transition raises hopes for local value creation and green industrialization in many developing and emerging economies. A variety of green industrial policies have been deployed in various countries, with mixed evidence on their effectiveness; their success in promoting local industrial development differs across countries and technologies. As most studies focus on single case studies with very few comparative study designs, this study aims to consolidate the evidence on factors influencing the success and failure of green industrial policies targeting wind and solar energy value chains between 2000-2020 based on a structured meta-analysis. Furthermore, the study contributes novel insights on necessary and sufficient conditions for the effectiveness of green industrial policies targeting renewable energy value chains, based on a qualitative comparative analysis of the assessed case studies. With this, the paper provides valuable insights for policymakers and stakeholders.
