Abstract

Much has been said about the disconnect between citizens and the state as well as the ways in which administrative burdens are used as political devices to affect particular constituencies. This paper explore the ways in which 'access' to public service has changed over the past twenty years, drawing in particular on the area of 'welfare to work' reforms. Employing Hood's 'tools of government' perspective, this paper explores the ways in which different tools have been utilised to 'connect' citizens to the state.
