Ethnopolitical management in the system of resilience of territorial communities of Ukraine

Ethnopolitical management is an important resource of political culture in polarised societies. According to the interpretation of the term ethnopolitical management, such management is an integral part of the system of public administration that carries out control and regulatory functions in the field of ethnopolitical relations. Ukraine's ethnopolitical management system is an important resource component of the country's post-war reconstruction. Improvement of the political and legal framework for the protection of the rights of national minorities in Ukraine, as one of the important requirements for Ukraine's accession to the EU, is inextricably linked to reforming the entire system of national ethnopolitical management. In the current circumstances, such reforms should take into account the facts of the mass migration of people of different ethnic identities caused by the war. Ethnopolitical management in Ukraine is implemented at the following levels: strategic, tactical, operational and advisory. The strategic level is the level of ethnopolitical decision-making; currently, its functions are entrusted to departments, offices of the Office of the President of Ukraine, and committees of the Verkhovna Rada of Ukraine. At the tactical level, specific methods, measures, approaches and means of implementing decisions are developed. The Cabinet of Ministers of Ukraine ensures the implementation of ethno-national policy and coordinates the work of ministries and other executive bodies. At the operational level, the state ethnic policy is implemented in the regions. NGOs are the driving force behind the operational level of ethnopolitical management in Ukraine. The advisory level of ethnopolitical management is represented by advisory bodies at the strategic, tactical and operational levels.
