Donor-Recipient Dynamics in the IOM: A Historical Analysis

This paper provides first insights into a new dataset constructed from detailed financial reports from the International Organization for Migration (IOM) for the entire history of the organization. This unique dataset enables a fine-grained analysis of donor-recipient dynamics, linking donor countries directly to recipient beneficiaries and specific projects, providing a more detailed overview of financial flows than is possible to obtain from most international organization historical data. The paper explores how states utilize IOs like the IOM to advance their policy agendas, enhancing our collective understanding of donor behavior and the strategic use of multilateral platforms. By leveraging the temporal depth and granularity of this dataset, the study contributes to discussions on the politics of migration and global governance more broadly.
