This paper explores whether IHRC can be compatible with a republican inspired political constitutionalism which prioritises democracy over rights-based constitutional judicial review. One solution might be some form of global democracy, but this solution is rejected as impractical and illegitimate. Instead, it is argued we should take seriously their origins as agreements between democratic states. So conceived they form part of a system of international democracy.
