The Institutionalisation of the European Space of Sport

Abstract

While the inclusion of sport in the competences of the European Union is very recent (Article 165 of the Treaty of Lisbon), the European dimension of sport is ancient as it has been gradually introduced by national and European sports federations, by the way drawing an European space of competitions. Thus, the construction of a European space of sport is not the result of a voluntary action of the EU, but rather the result of increasing activities between the major professional sports bodies. The first intervention of the EU in sport (the Bosman case of the ECJ, 1995) has caused a real upheaval in the UEFA rules. This deregulation of the rules of sport defined by sports federations in the behalf of the principle of free movement of Community workers has forced organizations to adapt to new standards and created tensions with the national associations and the UEFA. In my contribution, I would like to address the institutionalisation of the European space of sport in taking into account the role played by all the stakeholders and especially the national federations, the UEFA or even the European Club Association (ex-G-14). How they try to influence and to intervene to the European policy-making of sport.
