Abstract

One of the most powerful technologies of our times – Artificial Intelligence (AI) – presents major political and policy opportunities as well as concerns from distribution of wealth and power to future of welfare state and democracy. This panel brings together conceptual and empirical contributions which examine firstly, how AI transforms politics and policies and secondly, how politics and policies shape AI and its governance. Papers in this panel examine a number of challenges and tensions related to using AI in government, military, business and other sectors as well as emerging governance and regulatory frameworks that aim to address them. They analyse shifting policy discourses, framings and imaginaries that surround development and deployment of AI. Contributions shed a light on new actor constellations in AI policies and politics discussing roles of and relationships between the governments, business companies, public, technology users and diverse societal groups. Furthermore, through empirical focus on diverse countries and regions, in particular in Europe and Asia, papers in this panel highlight importance of context and culture in the development and implementation of AI policies and politics. Overall, the panel aims to facilitate discussion of emerging questions and research agenda dedicated to the fast-developing AI politics and policies by identifying overarching themes and patterns across sectors and countries.
