Abstract

Implementation practices are a growing stream of research within citizenship and migration studies, whether looking at the translation of supranational and national laws in local legal instruments, at the daily workings of bureaucracies, or at the effects of the policies. Yet, methodological and theoretical reflections are still relatively under-developed in the field of study, which mostly depends on the theoretical and methodological approaches developed in the larger implementation field. This panel brings together different approaches to the study of the implementation of migration and citizenship policies. On the one hand it will advance methodological reflections on how to study policies that are implemented at different levels and often opaque, and on how to compare contexts of policy that often differ along several dimensions. On the other it will advance theoretical frames to account for the different logics of implementation of citizenship and migration policies. Focusing on citizenship and migrant detention policies, the panel will bring a significant contribution to the study of migration policies and of the implementation of policies.
