Abstract

Global energy policy is subject to unprecedented volatility and change. The oil crisis of 1973 seems like a summer breeze compared to today's turbulence. The proposed panel(s) will address these changes with a focus on the interaction between "energy external" changes, such as Covid-19, war and climate change, on the one hand, and the markets and industrial organization of the various energy sectors, in particular coal and natural gas and renewables, on the other. The main idea is that this is a two-way street, where aspects related to markets and industries not only respond to policy changes, but also create policy challenges themselves in a global energy system in turmoil. This panel explores issues of conflict and cooperation. These include issues such as the alignment of corporate strategies and government policies, controversies surrounding energy technologies, particularly nuclear power, or the changing pace of decarbonization in coal-dependent countries.
