The Development of R2P within the UN Framework

Abstract

Since the coining of the term by the International Commission on Intervention and State Sovereignty in 2001, the “Responsibility to Protect” (R2P) has been subject to an ongoing normative development and to a controversial debate among practitioners and academics. These debates on the relationship between state sovereignty and the protection of human rights, and in particular on the R2P’s status as a norms and its implementation in crisis situations have continued after the endorsement of the R2P by the UN General Assembly in 2005. Today, questions related to the R2P are more relevant than ever if we think e.g. of the recent crises in Libya, Côte d’Ivoire and Syria. During the last years, the R2P has been approached from different disciplinary backgrounds such as Political Science, International Law and Philosophy. The panel addresses the development of the R2P from these and other perspectives. Among other questions, it will focus on the following issues: * The development of the R2P and theories on norms in IR: How has the R2P developed in the framework of the UN and to what extent can theories on norms in IR help us to explain and understand this development? * Recent debates and the implementation of the R2P: Which are elements of the recent debate on R2P and which are problems concerning the implementation of R2P? * “R2P talk” and neighbouring discourses: How is the R2P used in political debates within the UN and how does the discourse on R2P relate to discourses on neighbouring issues such as genocide, protection of civilians, refugees, etc.?
