Abstract

There are huge amounts of evidence that ethnic minority rights in Iran have not only remained an unsolved problem but it also moves towards into a more complicated crisis. These pieces of evidence from the reports of the United Nations Special Rapporteur on Human Rights in Iran to the reports of the NGO's, regardless of their accuracy, have something in common, and that is the affirmation of the existence of the quest of the ethnic minorities for their rights. Among the reasons of creation of current system which are polyhedral and complicated there is one which has been ignored or overestimated. The phenomenon of "Panism" and two important pan-Turk and pan-Arab movements are these ignored causes. These have played significant role in shaping the political legal regime in Iran and now have their role in the future prospect of ethnic groups situation and potential challenges in Iran and the region.
