Abstract

Intensifying geopolitical competition is changing global climate politics and has clear implications for the European Union (EU)’s role in international global climate governance, not least for the external perception of the EU’s aspired role as a ‘climate leader’. Politicization dynamics of EU climate policies within EU member states also suggest that domestic factors might shape EU external climate activities in new and unforeseen ways. Thus, internal and external challenges to EU external climate activities have emerged, including varying EU competences across sectors, inconsistencies across instruments and sectoral goals, parallel activities of EU member states, etc. Despite a constant increase in EU leadership ambitions and the promise of the European Green Deal, the question of how EU external climate activities actually take shape remains. This is the second of two panels bringing together papers that seek to apply new perspectives on EU external climate activities. Questions being explored in this panel include: What are the effects of the issue linkage and mainstreaming on EU external climate activities? How does the EU use side-events at COPs to create momentum and pressure for the climate negotiations? Why and how are climate change concerns linked to EU health policy? How do climate action activist groups in Europe and elsewhere view the EU as a possible climate leader? What are the next steps in the EU’s strategy on financing sustainable growth and the transition to a climate-neutral and resource-efficient economy?
