Intergovernmentalism has always been one of the defining traits of the EU's foreign and security policies. While a large literature already investigates the presence of differentiated integration in EU external policy, the rapid expansion of EU foreign and security policy makes identifying the presence of differentiation an ever-ongoing process. This panel contributes to this scholarly process by describing and analysing both the differentiation of the EU's external-facing policy sets, as well as how France uses differentiated integration as a tool for territorial governance.
