Abstract

By the collapse of the Soviet Union, a bipolar international system was abruptly transformed into an unipolar system. United States and Soviet Union's struggle for the control of the world during the Cold War era, replaced with the de-facto global hegemony of the USA. The aim of this panel is to present the post-Cold War conflicts in the post-Soviet South Caucasus region and examine internal and external factors which influence to the region and particularly the conflict resolution. Through presented papers presenters will examine the post-Cold War foreign policies of the United States and Russia, as well as regional powers (Turkey and Iran), and the EU in the post-Soviet region from a theoretical and practical view. It should investigate how the White House and the Kremlin policies towards specific countries in the region have affected the region as a whole. A strategic goal for Russia is to keep and restore the CIS area as an exclusive zone of Russian influence. The Kremlin continues to pursue a policy which weakens the sovereignty of the post-Soviet republics and occasionally resists in order not to allow these countries to escape from Russian orbit. The isolation of Russia and Iran from any influence and hegemony over the region and creating Western oriented-axis with support its ally Turkey were the central goals of the US foreign policy towards those regions. US diplomacy has focused also on the formation of democratic political institutions, market economic reform, regional cooperation, and responsible security policies. This panel aims to analyse the foreign policies of the Global and regional powers in the region and to find answer following questions: -What are the main differences and similarities in the foreign policies of the US and Russia? -How has the Rose revolution affected the Russian aggressiveness in the August, 2008? -Turkey’s and Iran’s influence in the South Caucasus ; -Zero-sum approach in the foreign policy of Turkey towards the region; -How do and will these conflicts shape the emerging power-rivalry in the region between US and Russia after the Georgian crisis and Turkey-Armenian relations?
