Evolution of Performance Management in Lithuania’s Central and Local Level Institutions During 1990 – 2013: An Imminent Centralisation?

Abstract

The paper describes performance management reforms implemented in Lithuanian central and local level public institutions since the re-establishment of its independence. By following the longitudinal approach it maps the main milestones of performance management in the period 1990-2013. Moreover, the paper focuses on the main factors driving performance management reforms in Lithuania. The entire period of Lithuania’s independence is divided into four stages: 1990-1996 (the transition period), 1997-2004 (the EU accession period), 2004-2008 (the immediate post-accession period) and 2008-2013 (the crisis period). Following a comprehensive performance management model framework developed by G. Bouckaert and J. Halligan, the trajectory of performance management reform at Lithuania’s central and local level institutions is clarified.
